Philip Caper is an internist who has spent his career pursuing the goal of a fair, efficient and effective health care system for all Americans - so far unsuccessfully. He was trained in medicine and internal medicine at UCLA and Harvard, and has served on the faculties of Dartmouth College, and the University of Massachusetts and Harvard University. He has also served as director of a major teaching hospital, chief of staff of a university hospital, teacher and researcher in the field of health policy and management, staff member of the United States Senate and founder and CEO of an investor owned firm specializing in the statistical measurement of health care costs and quality.

During the Carter and Reagan administrations, he chaired the federal governments top health care policy and planning advisory committee.

He is a founding member of the National Academy of Social Insurance.
