Message Robert A. Leishear, PhD, PE, ASME Fellow

Your help could force Aiken to make our water safer to drink, where Dr. Robert A. Leishear plans to address Aiken drinking water safety on November 24, 2025, at the Aiken City Council meeting. Drinking water is a probable cause of illness from Cryptosporidiosis, Legionella, E. coli, and Listeria.

Our Aiken City government claims that water is safe to drink - however - the S.C. Department of Public Health reported 68 cases of infectious diseases in Aiken between 2018 and 2024 ("The Aiken Diseased Water Coverup is Enforced by the South Carolina Government"). As stated in that Op Ed, Aiken and South Carolina governments refuse to release information that could improve public health. Therefore, Dr. Leishear is pleading with residents to step forward to provide this important information to make our community a safer place to live.

Why I need your support

I plan to deliver a version of the following 3-minute speech to the Aiken City Council on November 24, 2025, 7:00 pm, 111 Chesterfield St S.. Additional

illness information from Aiken residents will strengthen the fight for safe drinking water in Aiken.

'I am Dr. Robert A. Leishear of Leishear Engineering, LLC at 205 Longleaf Court in Aiken.

I am gravely concerned about Aiken coverups of drinking water safety problems. Aiken is a microcosm of our national drinking-water-safety dangers.

Aiken coverups of drinking-water dangers continue to threaten our health. Both the city of Aiken and the state of South Carolina parallel their forces to stonewall legitimate Freedom of Information Act requests for information to further prove that there is a connection between water main breaks and the transmission of infectious diseases in Aiken. This safety concern is documented in many publications that are referenced in my November 7, 2025, Op Ed, titled The Aiken Diseased Water Coverup is Enforced by the State of South Carolina (Click Here).

To document the ongoing refusal from DPH to provide essential public records concerning Cryptosporidiosis, E. coli, Legionella, and Listeria in Aiken, the following emails are provided (from the most recent email backward)

LELLC (Leishear Engineering, LLC

There is nothing in the SC FOIA pertaining to Zip Codes or dates. A Zip Code cannot be used to identify a specific individual. Your office promotes fictional accounts of the FOIA. Again, withholding of public safety information is a public disservice.

DPH

We do not release data below the county-level. Zip codes cannot be provided.SC Code, 30-4-40 (a)(2), information of a personal nature where the public disclosure thereof would constitute unreasonable invasion of personal privacy.

The DPH Freedom of Information office provides public records that are available for review, upon request, in accordance with the state'sFreedom of Information Act (FOIA). The office does not have a role in commenting on online articles.

LELLC

How can DPH justify the withholding of reports, zip codes and dates related to public safety information? Withholding of public safety information is a public disservice. I am fighting DPH decisions with words. Any comments on the following Op Eds?

See:

"The Aiken Diseased Water Coverup is Enforced by the South Carolina Government",Click Here

"Public Service: Have You Been Sickened by Aiken Drinking Water: Cryptosporidiosis, Legionella, E. Coli, or Listeria",Click Here

DPH

I will share this with our legal department and our media department and get back to you with a response.

LELLC

I plan to publish ["The Aiken Diseased Water Coverup is Enforced by the South Carolina Government"]. Any comments?

DPH

Zip codes cannot be released due to privacy. I can reach out the program area about the reports, but they might be withheld for the same reason unless you possibly have a HIPAA/Medical release.

SC Code, 30-4-40 (a)(2), information of a personal nature where the public disclosure thereof would constitute unreasonable invasion of personal privacy.

LELLC

Can Zip Codes be provided for Aiken County records? Was there a report in 2023 or 2024 on Infectious diseases to include Cryptosporidiosis?

U.S. data for E.coli is startling: 31 deaths per year, 266,000 estimated cases, and 434 hospitalizations. If DPH and the Aiken government stop their coverup, we can begin the end of this crisis.

The DPH did not respond to the following email concerns. They have violated FOIA legal requirements and may even be concealing a death from the public.

Why was data redacted for Aiken FOIA disease records that I requested? Was someone killed?

DPH provided Aiken County data with Aiken City Data includes Aiken City. Without dates and zip codes, I cannot relate water main breaks to diseases cases. Together, this data can improve drinking water safety in Aiken, which can then be extended to the rest of our country. Again, withholding public safety information is a public disservice.

Local newspapers refused to print public service announcements extracted from this Op Ed. Accordingly, few Aiken residents will see this request for support from sickened residents.

Communications with DPH continue, but important data has not been provided, as noted in the following emails.

Redacted 2025 Drinking Water Safety Information:

Leishear Email

Any status for this public safety concern? Fatality data, dates, and zip codes can be used to identify the causes to stop future infections. Redactions and FOIA refusals threaten public health.

DPH Response

I have provided your question/inquiry to the program area. I am waiting on their response. Once I receive a response from them, I will be able to update you.

I decided to postpone my short speech to the Aiken City Council Meeting this evening. The DPH finally answered my requests about fatality information, and they referred me to a different government agency as they disclaimed responsibility. The DPH also refuses to justify their withholding of dates and zip codes. Apparently, the fight goes on. I prefer to have a more complete story, and will pursue fatality information.
