I am a retired program manager/system engineer who spent most of my career in weapons development; and since retiring from the program office of the Superconducting Super Collider, I have spent my "intellectual" time (uncompensated) on energy issues. My primary concern for U.S. energy today is transportation fuel which I believe needs a "bridge" of available technology to create jobs, inccrease domestic production and improve balance of payments. Coal and natural gas to liquid provide such a bridge. We've spent 30 years or more to find a solution involving and may have to spend 30 years or more to get there. The added CO2 from ctl amounts to 0.4% per million barrels per day of the world's emissions; but with or without ctl/gtl, we are not changing our energy base and will need to use geoeningeering should climate change be greater and sooner than the expected rate and value. Hence, the acceptability of the "bridge!" I also believe that the electric grid will see concentrating solar power (thermal) with storage and supported by natural gas when storage is consumed as the "800 pound gorilla."
