Kay Guinane is the Program Manager for the Charity and Security Network. She oversees its research and educational work and coordinates policy development and advocacy work aimed at bringing down barriers to legitimate work of nonprofits from ill-advised national security measures. Prior to that she was Director of Nonprofit Speech Rights at OMB Watch, where she wrote and co-authored several reports on related subjects, including Collateral Damage: How the War on Terror Hurts Charities, Foundations and the People They Serve. As a public interest lawyer Ms. Guinane has represented a wide variety of nonprofit organizations.
