The current Electoral College's winner-take-all (WTA) system incentivizes candidates to focus almost exclusively on a handful of "swing states" while ignoring voters elsewhere. The NPVIC , see linked article, breaks this oligopoly, forcing candidates to treat every citizen?s vote, equally(regardless of zip code), engaging ?with all voters rather than a select few, allowing the ultimate political "product" (the presidency) to be chosen by the aggregate will of the majority.

Rooted in the free market, the NPVIC operates through an interstate compact. Rather than relying on a top-down federal mandate, states are voluntarily leveraging their constitutional authority under Article II to enter into a mutual agreement. This showcases state-level entrepreneurialism, allowing jurisdictions to collaboratively solve a national problem without requiring a federal constitutional amendment.?
